Newer Chromebooks have support for reflashing the firmware/EC and accessing the serial console externally via USB, as long as the EC is working.
Newer Windoze devices have support for none of that, and anyway you'll be lucky finding anything with open source firmware from the last 5 years, let alone the EC.
