AFAIK, there's no external difference (that is, in their relationship with the federal government and peerhood with the other states ... only #PR is a commonwealth, and it is not a state at all).

If there is a difference, it has to be in their internal organization, or perhaps in being one of the original 13 ... I believe MA also calls itself a commonwealth instead of a state.
